Mr. Jesse W. McKinney, U.S. Army Retired, entered the Army in January 1980 serving in various duty positions including Emergency Actions Procedures (EAP) trainer and German linguist for the 552d Artillery Group, Soegel, Germany, Senior Drill Sergeant and First Sergeant for the 369th AG Battalion at Fort Jackson, SC, Secretary of the General Staff for both 3rd Corps Support Command in Wiesbaden, Germany, as well as the 21st Theater Support Command in Kaiserslautern, Germany. He served as an Instructor, Sergeants Major Course from 2002-2004 and retired from active duty in 2005, culminating a 25-year career as the Director, School Secretariat Directorate, for the US Army Sergeants Major Academy.

After retirement, Mr. McKinney was hired as the Director, Human Resources for the US Army Sergeants Major Academy and served in that position until January 2017 at which time he was selected to serve as the Chief of Staff for the US Army Sergeants Major Academy, which later was redesignated as the NCO Leadership Center of Excellence.

Mr. McKinney’s military education includes the Primary Leadership Development Course, Basic Noncommissioned Officer Course, Drill Sergeant Course, Battle Staff NCO Course, Advanced Noncommissioned Officer Course, First Sergeant Course, and the Sergeants Major Course (Class 50). He has an Associate of Liberal Arts degree with Honors from City Colleges of Chicago, a Bachelor of Science Degree (Cum Laude) from Excelsior College, and a dual Master’s degree with Graduation Honors in Management & Leadership and Human Resource Development from Webster University.

His awards and decorations include the Legion of Merit, the Meritorious Service Medal (4th Award), the Superior Civilian Service Award, the Meritorious Civilian Service Award, Army Commendation Medal (3rd Award), the Civilian Service Commendation Medal, Army Achievement Medal (5th Award), the Civilian Service Achievement Medal, Good Conduct Medal (8th Award), National Defense Service Medal (w/1st Service Star), NCODP Ribbon (w/Numeral 4), Overseas Service Ribbon (w/Numeral 3), Silver German Schuetzenschnur Marksmanship Badge (w/Lanyard), Expert Weapons Qualification Badge ( M16 & 9mm), and the Drill Sergeant Identification Badge.

Mr. McKinney is married to his lovely bride Ana Maria, and they reside in El Paso, TX. They are the proud parents of five adult children.
