The Office of the Chief of Staff



The mission of the Chief of Staff (CoS) to serve as the Commandant’s principal assistant for directing, coordinating, supervising and training the staff. The Chief of Staff exercises executive management authority as delegated by the Commandant. The CoS conducts routine details of staff operations and provides pertinent information, data, and insight from the staff to the Commandant and from the Commandant to the staff. The CoS ensures the Commandant’s intent and priorities are understood, anticipates events, shares his visualization and turns intent into action.


The Chief of Staff consists of one (1) authorized position, including the Chief of Staff. The Chief of Staff has hierarchical relationships, including oversight, with the staff as depicted  in the chart below. These include the NCOLCoE Chaplain, Command Communications, G1, G3/5/7, G4 (L&RM), G6 (DOIT), the Combined Arms Center Liaison (LNO), and NCOLCoE Budget and Manpower Analyst.

  • The Chief of Staff coordinates with CAC G-8 to determine the annual NCOLCoE and SGM-A operating budget. Once received, G-4 will conduct an analysis to determine if sufficient funding will be available to cover all projected expenditures including POI execution, contracts, labor, TDY, and routine purchase requests.
  • The G-4 will prepare a budget allocation, as appropriate, for all NCOLCoE directorates/sections and the SGM-A and brief the CoS and Commandant. The Commandant will determine if the budget allocationwill be distributed to directors/chiefs or if he wishes to maintain centralized control. (Centralized control may be necessary when we experience significant budget reductions or other times deemed appropriate by the Commandant.)
  • In concert with CAC G-8, and with the technical assistance of the Director, G-4, provides input to the annual NCOLCoE Program Objective Memorandum (POM) submission. Ensures close coordination with the Policy and Governance Directorate Director, the Registrar, and appropriate contract officer representatives (CORs) to ensure the interests of the NCOLCoE and SGM-A are represented in the CAC POM submission to CAC
  • Serves as the review authority, on behalf of the Deputy Commandant and Commandant, for TDY requests. Ensures the Commandant is appraised of all travel requests. Travelers must submit a request for TDY through their chain-of- command to the Director, G-4. The G-4 will forward the TDY request to the CoS if funding is available. Travelers must provide a justification for the TDY. The TDY Request Form is posted on SharePoint.
  • Ensures all travelers use DTS for all TDY trips as well as have a valid Government Credit Card (GOVCC) prior to departure for TDY. The G-4 will ensure newly arrived Soldiers and civilians are entered into the NCOLCoE hierarchy during in- NCOLCoE Regulation 10-1 30 processing and will detach those departing during out-processing. Directorate appointed DTS managers will provide DTS assistance for first-time users. The G-4 will also ensure GOVCCs for travelers are activated five (5) business days prior to departure.
  • Ensures each directorate submits a SIGACTs report summarizing significant events for GO-level interest to the KM Officer on a bi-weekly basis. Directorates will use the DOTmLPF-P (Doctrine, Organization, Training, materiel, Leadership, Personnel, Facilities and Policy) format for their submissions.
  • The Deputy Commandant conducts a Command and Staff meeting monthly. Ensures all NCOLCoE directors and special staff attend. Slide input is due to the G-1, Human Resources by the suspense established, normally three (3) days prior.
  • Ensures the G-4 processes all purchase requests. Requestors will submit a PR through their supervisory channels to the G-4. The G-4 reviews the PR to ensure it is in compliance with local PR rules and regulations and that sufficient funds are available. The G-4 forwards the PR to the CoS for approval.
  • Serves as the NCOLCoE lead on coordination efforts for any external evaluation to be conducted on NCOLCoE. These types of events include, but are not limited to: Manpower Assessments; Accreditations; Command Inspection Program (CIP)/Organization Inspection Program (OIP); Department of the Army Inspector General (DAIG) Inspections; EO Inspections; etc.
  • Leads effort to evaluate and revise the mission as directed by the commandant. Communicates and coordinates meetings with key stakeholders to revise and make recommendations to Commandant as part of the annual Command Planning cycle. End of July each year is the cutoff for submitting Command Plan changes in support of futureTDA. Chief of Staff will schedule backward planning IPRs from the final decision briefing to the Commandant.
  • Maintains oversight of primary staff as they exercise routine and operational DIRLAUTH with external agencies.
